Been thinking more and more about coding up a formatting engine in apps script. As that's what I've done many times before. But really would perhaps a SaaS or a Chrome add-on (not a sheets Add-on) be able to handle this better?
A side effect of using the script is that it will reapply the existing cell format, to everything other than the substrings it styles. For example, if I apply my own custom format to any substring in a cell, the format will be overwritten by the script with the format for the cell itself
