Developers lose environment settings and consistency across deployments

Across cloud deployments, API-client environments, and CI pipelines, developers report configuration drift and awkward updates. Deployments can erase settings omitted from templates, new variables may need to be recreated in each environment, and scripts or CI naming conventions can make variable updates tedious.   1. Unfortunately, when the ARM template deployed it deleted any application settings that were not defined in the ARM template. This means that any application settings that were defined as part of the initial function app were deleted and replaced by the parameters.json
