Azure teams hand-configure resources Terraform cannot manage
Azure infrastructure teams using Terraform report gaps in resource workflows, especially creating or importing API Management APIs backed by Azure Functions and managing enterprise application proxies declaratively. In the reports, teams turn to the console or PowerShell, or get stuck completing the workflow through Terraform. These reports date from 2017–2021, so whether the gaps remain today needs validation.

Stuck at this point , have a function endpoint working but cannot create an api to call the same using terraform . only possibly via console
Nearly one year on and this is still open. Feels like this is bit of a shortfall! Any alternative advice if this isn't going to be fixed would be appreciated instead
